National Pollution Funds Center (USCG)
The U.S. Coast Guard’s (USCG's) National Pollution Funds Center (NPFC), committed to protecting America’s environment, provides protection up-front by certifying that oil-carrying vessels have the financial ability to pay in the case of an oil spill. When spills do occur, the NPFC provides funding for quick response, compensates claimants for cleanup costs and damages, and takes action to recover costs from responsible parties.

Hazardous Materials Grant Program (DOT)
The U.S. Department of Transportation's (DOT), Pipeline and Hazardous Materials Safety Administration's (PHMSA), Hazardous Materials Grant Program is comprised of three emergency preparedness grants: Hazardous Materials Emergency Preparedness (HMEP) Grants, Supplemental Public Sector Training (SPST) Grants, and Hazardous Materials Instructor Training (HMIT) Grants.

Local Governments Reimbursement Program (EPA)
In the event of a release (or threatened release) of hazardous substances, the Environmental Protection Agency (EPA) may reimburse local governments for expenses related to the release and associated emergency response measures. The Local Governments Reimbursement (LGR) Program provides a "safety net" of up to $25,000 per incident to local governments that do not have funds available to pay for response actions.

Orphaned Wells Program Office (DOI)
The Bipartisan Infrastructure Law, also known as the Infrastructure Investment and Jobs Act (Public Law 117-58), directs the Secretary of the Interior to establish programs to inventory and properly close orphaned wells. The Law provides funding for orphaned wells on federal, Tribal, state and private lands distributed through grant programs managed by the Orphaned Wells Program Office. The Orphaned Wells Program is part of a larger strategy to combat climate change and address legacy pollution and employment challenges in energy communities nationwide.
